This user prevents people from logging into workstations on a server/workstation environment or when the user logs in they see a blank desktop with only a recycling bin and get an error about not having the required permissions to access the desktop.
Stop Licensing service
rename c:\windows\system32\licstr.cpa to licstr.cpa.old
copy c:\windows\system32\autolicstr.cpa to same DIR
rename autolicstr.cpa to licstr.cpa
Start Licensing service
Refresh Windows licensing and issue should be resolved
